The @qwertyoruiopz has just tweeted that the iOS 13.1 b1 jailbreak worked in1st try. Injecting in Settings.app Jailbreaking iOS 13.1 — the very latest iOS 13.1 developer beta release from Apple.
Will there be iOS 13.1 Sileo or iOS 13.1 Cydia?
This is something that depends on the jailbreak tool. If the new Checkm8 jailbreak releases its findings publicly, there will be mostly both Cydia and Sileo for any iOS version.
If Pwn20wnd releases a jailbreak tool for iOS 13.1 or iOS 13.1.1, then the package manager for that jailbreak tool will be Cydia.
But then again, if the jailbreak tool is released by the Electra team, named Chimera for iOS 13 (maybe something whole new other than Chimera), then there will be Sileo for iOS 13.1 or Sileo for iOS 13.1.1 as the package manager.
If someone else other than unc0ver or Chimera releases any jailbreak tool for iOS 13, then the package manager will mostly be Cydia.

iOS 13.1 – iOS 13.1.2 Jailbreak [Checkm8 Jailbreak]
In a breaking new development, on September 27 (mere hours before iOS 13.1.1’s release), researcher axi0mx dropped his checkm8 exploit.
Checkm8 is a low-level bootrom exploit that will lead to a permanent jailbreak on the iPhone X (A11) and lower. This is literally the biggest thing to happen to jailbreak in the last decade!
After the release of iOS 13.1, Apple released iOS 13.1.1 as a bug fix. There are no major security updates for this iOS 13.1.1 release.
So after all these incidents, a developer called Axi0mX shared a new exploit called “checkm8” which is capable of an unpatchable jailbreak.
That is the most important thing as this exploit is based on a hardware exploit. He has shown a jailbreak for iOS 13.1.1 with an iPhone X (A11 chip) within 2 seconds.
As iOS 13.1.1 is the latest OS by Apple, it is quite interesting to have this kind of jailbreak, which Apple can’t patch it with any software update. Further, iOS 13.1.2 is jailbrekable through checkm8 jailbreak according to the developers by the latest update.

UncOver Team lead developer Pwn20wnd recently tweeted A12 Jailbreak and A13 Jailbreak are possible with unc0ver jailbreak.
If anyone is interested in a possible jailbreak with an A12 or A13 device or a semi-untethered with others:
- Stay if you are on iOS 12.4.1-13.1.3
- Downgrade to 13.1.3 ASAP if you are on iOS 13.2
- Save blobs for iOS 13.1.3 – Install tvOS profile to block automated software update
